You may want to choose a different name for the public storages to avoid confusion with the UBSR public storages.

it's more of a descriptive name than a identifying one. and as long as it isn't against UBSR rules there shouldn't be a problem with having one storage for both purposes. I guess it can be called something like a 'resource center' instead.

But it is against UBSR rules for those who aren't a member of UBSR. They aren't allowed to take from UBSR public storages.
